Senior Manager, Environment Health Safety

We are seeking a proactive and safety-focused Senior HSE Manager in Riyadh to join our team and take charge of promoting a culture of health, safety, and environmental compliance across all construction activities. The ideal candidate will ensure that safety is not just a priority, but a core value on our sites.

Role Description

• Bachelor's degree in Civil Engineering, Environmental Engineering, Occupational Health & Safety, or an equivalent field from a reputable university.
• Minimum of ten (10) years of experience in managing Health, Safety, and Environment (HSE) functions within large-scale construction projects.
• At least seven (7) years of experience in KSA.
• Proven experience working with both consultants and contractors is a strong advantage.
• Excellent command of written and spoken English; Arabic.
• Comprehensive knowledge of local and international HSE regulations and standards (e.g., Saudi Building Code, OSHA, NEBOSH, ISO 45001, ISO 14001).
• Certification in NEBOSH IGC, IOSH Managing Safely, or OSHA (or equivalent) is required.
• PMP or Safety Management certification is a plus.
• Demonstrated ability to lead, develop, and maintain safety systems in alignment with project requirements and corporate policies.

Specific Job Requirements

• Develop, implement, and continuously improve the Project Health, Safety, and Environmental Management System in line with company and client standards.
• Prepare, review, and manage HSE Plans, Method Statements, Job Hazard Analyses, and Risk Assessments for all construction activities.
• Conduct regular site inspections, internal audits, and safety walkthroughs to ensure full compliance with safety policies and legal requirements.
• Lead incident and accident investigations, identify root causes, and develop corrective and preventive action plans.
• Oversee construction site safety performance, ensuring that all site personnel and subcontractors comply with HSE standards.
• Manage emergency response planning, drills, and procedures across all active sites.
• Conduct safety training and toolbox talks to promote a strong safety culture among workers and management teams.
• Liaise with project management, clients, consultants, and local authorities regarding HSE performance and compliance issues.
• Prepare and submit HSE reports, performance metrics, and close out documentation for management and client review.
• Monitor the use of Personal Protective Equipment (PPE) and ensure its adequacy and compliance across the workforce.
• Promote continuous improvement initiatives to enhance workplace safety and reduce incident rates.
