Job SummaryTM and TM Arabia Limited have been awarded two lump sum turnkey EPC contracts for a petrochemical expansion at the SATORP Refinery (a JV of Saudi Aramco and Total Energies) in Jubail, Kingdom of Saudi Arabia. The contract value is approximately USD 2 billion and the project scope includes engineering services, equipment supply, construction activities, pre commissioning, and commissioning over approximately four years. The HSE Engineer will ensure all field activities comply with HSE policies, regulations, standards, and procedures, promoting preventive and corrective actions.
Responsibilities- Perform Job Hazardous Analysis (JHA) and participate in Job Safety Analysis (JSA).
- Verify adequacy and application of the Site HSE Plan and related procedures, and prepare revisions.
- Update HSE documentation during all construction phases as required.
- Ensure subcontractors follow all HSE applicable procedures, regulations, and standards.
- Plan, conduct, and report on periodic HSE walk arounds, inspections, and audits.
- Organize HSE training activities on site.
- Organize and participate in all relevant HSE meetings, preparing minutes of meeting (MOM).
- Co operate with the client on work permits.
- Lead investigations of work accidents, develop corrective measures, and maintain accident records.
- Promote HSE induction and training for personnel.
- Lead the Site HSE Committee composed of contractor and subcontractor representatives.
- Coordinate the site emergency response team and firefighting team, including training and drill mock activities.
- Prepare HSE sections for construction monthly progress reports and other periodical reports.
- Prepare and update Site HSE statistics, verify performance against project and corporate HSE objectives, targets and indicators, and propose recovery plans when necessary.
- University degree or diploma in a relevant discipline or equivalent.
- Minimum 10 years of HSE experience in construction, fabrication, installation, and/or commissioning projects in the oil and gas or petrochemical industry.
- Experience in 3 major EPC projects within the oil & gas, petrochemical sectors.
- Conduct HSE orientation/induction, awareness sessions.
- Implement HSE plans, welfare plans, emergency response procedures/plans, and site specific HSE procedures and work instructions.
- Implement SSOW (PTW/WMS/Risk Assessment) and practice H2S control measures.
- Conduct HSE inspections and incident reporting/investigation procedures.
- Develop HSE plans, emergency response procedures, and apply root cause analysis techniques.
- Effective communication in English (read, write, speak).
